XML sounds like the solution for you. The key will be getting a solid document structure in InDesign in the first place so you have things tagged in a way that will make postprocessing easier. I suggest setting up a library and masters with pretagged elements. Then the designer will need only to group the elements together in the structure so that you have a meaningful document structure for postprocessing. If you create a good document structure in InDesign now (not necessarily using XML tags that are close to HTML tags), it will make your life easier later should you need to connect that document structure with data that comes out of a database, for example.
