Shaping for Arabic, Devanagari, CJKV?

I'm looking for some open source solution that will take an input
string and an OpenType font, and produce PostScript or some other
format with appropriate glyph substitution, positioning, etc. I don't
want to actually render the text. I just want the shaping done.

Ideally, this would be available for Windows.

Anyone know of such a tool?

Thanks,
-pd
