I'm not sure from your sample what your problem is. I recommend when building tables, and having trouble with them, using a border until everything fits, then taking that off.

Is your need to get the side graphic up near the top? This could be accomplished easily by using a valign = top in that cell, to move the content up.

I have cut out a lot of the trash lines, but it still works when you add them back in.
