Have her call the bank that issued her credit card<or Amex if it was one of 
their cards> and they will be glad to tell her the proper way to make a 
complaint.

Adding the 4% is a definite no-no. If they'd stated the price upfront was 
including a cash discount they would have been ok. End result is the same but 
at least the consumer gets informed upfront and can make their own decision if 
it's worth the extra $ to use the credit card.
