Kevin,
In your homdirectory, edit
Xdefaults
If it doesn't excist create it.
Add the following line:
Netsape*documentFonts.sizeIncrement:5

In netscape go to edit->preferences->fonts
use my default fonts, overwriting document-specified fonts

Restart X
Resart netscape
