I'm not sure about this, but ...
When I upgraded my linux installation my samba stuff stopped working.
It turned out the Windows98 machine could not access the linux Samba server
due to something to do with "clear text passwords".

Start Menu->run
    regedit
Navigate to:
HKEY_LOCAL_MACHINE/System/CurrentControlSet/Services/VxD/VNETSUP
and set "EnablePlainTextPassword"=dword:00000001

I claim to know nothing about the consequences of this change, perhaps it'll
open a giant securtiy hole in your windows machine, but it did get SAMBA
working for me.

You can see if this fixes your problem.
