What version of Partition Magic were you using?  I suspect it's only
fairly recent versions that handle FAT32 -- then again, I guess you
could expect it not to do anything if it couldn't recognise the format!

I used version 3.04 to partition a FAT32 drive into C: and D: without
any problems at all.  (That was under Win95, not 98 though.)
