I wrote a getty program for just this kind of purpose. It is based heavily
on mingetty, so it only works with virtual consoles. It is called
rungetty, and it available at
ftp://ftp.nodomainname.net/pub/linux/console. The current version is
0.5.0. It is available in source form (tar'd + gzip'd or rpm) or binary
rpm for i386 and alpha. It can be used as a complete replacement for
mingetty, and either run a login, or a specified progam on the command
line. So, to accomplish the above, you could use:

1:12345:respawn:/sbin/rungetty tty1 bash

As a security precaution, it runs programs (apart from login) as the user
nobody. This can be changed in the source code.
