You just have ton configure an smtp server like : 
sendmail, postfix, exim, qmail, OpenLDAP...

then you just configure a pop3d server like :
qpooper, gnupop3d...

if you don't know how to do that, just go to http://www.linuxdoc.org
and then try to read the Mail-howto
