I dont know the format for .kbd's but at www.windows95.com there is a
program called Jkbd95.zip that lets you create .kbd files.

 Introduction
   This program generates KBD files for Windows 95.
   Windows 95 allows users to select the keyboard layout from thE
   list, but do not allow them to personally configure the layout
   to suit their needs. That does not seem to bother users who
   write only in English. But, many languages use more than
   26 english letters, or even do not use Latin alphabet at all.
   For these languages, there are tipically many character mappings.
   If Windows 95 does not provide the mapping you want, here's
   your chance to make it by yourself.
