I don't think it is possible to disable it. ctrl-alt-del is built in to pc's before any operating system is installed. This can be observed because ctrl-alt-del works during the booting process, before Windows has loaded. However, there may be a way of intercepting the keystrokes from the keyboard before they reach the whatever watches for ctrl-alt-del combinations, and removing the ctrl-alt-del's before passing them on. I do not have experience with such things though, sorry.
