If you pay upfront, there is no joining fee.

Not according to their web site -

The lowest call rate is 18c and that requires you to pay $350 per month.  3
requires you to spend $16 per month to get 15c.  If you spend $20 per month
with Telstra, you are paying 47c for 30secs, you get $15 of included calls
but you will need to buy your phone on top of that and to get a similar
quality phone it would cost you another $30 + per month just for the phone.

Even if what you alledge is true, it is still 100 minutes per day.  This is
probably more than enough for most people.
