Here here. I was getting ready to post the same call to action.
Since I moved into downtown Boulder from the suburban plains,
there have been an unacceptable level of System Busy outages.

About  25% of the calls I try in the daytime require second or
third attempts. Worse, incoming calls get dropped into voice mail 
instead of ringing through.

I did put in a trouble report last week and they claimed they would look into
installing another repeater downtown ...

The more complaints, the higher the probability this will prove true.
