Suggest you try a 100% swap of sound and video cards between the 2 systems, just to try to eliminate the hardware from the mix of possible causes. If the problem stays with the system, and doesn't migrate with the cards, try checking MSCONFIG to see if you have any unnecessary apps running at start-up on the 950 that aren't running on the 400.
