Most people do a clean install of windows by formatting
the partition. So there aint no registry to 'refresh'.

Even if you just delete the \Windows tree, the registry is still gone.

Most app installs use the registry to decide if its already installed.

Dunno, 'reinstall-over' appears to be saying that. Only he can
say for sure but your interpretation has some logical holes in it.
