If there was _one_ right way none of us would be pondering this question
at all.  There are several good tools and some not-so-good tools
available.  Delphi, VB, VO, C++, Powerbuilder are all good, but each
better at some things than others.  Access, Visual dBase, and Visual
FoxPro are OK, but not quite as open.

The real answer depends on what you're comfortable with.  I've used all
of the tools above for different projects and my two favorites are VB
and VO.  But, ask someone else who's used them all and you'll likely get
a different answer.
