Try Info-Zip's "ZIP" and "UNZIP" tools, at

"Zip 2.3 is a compression and file packaging utility.  It is
compatible with PKZIP 2.04g (Phil Katz ZIP) for MSDOS systems."

The free C source code is at

and lots of other sites. I have used it in Clipper
