It is true that some modems are more capable than others.  It partly
has to do with the design and components of the "front end" of the
modem before the chipset.  Also, the firmware makes a difference, as
it determines how the modem recognizes and compensates for various
conditions and configurations in the receive path.  Some
manufacturers, like USR, claim that their firmware programming is
capable of recognizing and compensating for many line conditions.  As
manufacturers upgrade their firmware, usually (not always) their
modems do better.
