I've had a somewhat similar experience.  I currently have a USR 33.6
modem that routinely connects to my ISP at a solid 28.8 (I've never
seen it go above that).  Earlier this year I tried upgrading to a
Diamond Supra V.90 (which my ISP supports).  I started getting 24-26K
connects, so back to the store it went.  Then I tried a Zoom, and was
routinely getting 21K.  WTF!  So it looks like I'm stuck at 28.8 until
MediaOne puts cable modems in my area.  Sure hope my old Sportster
doesn't die on me!
