HELP! 56K connects @ 26.4

Is anyone else suffering from this or is it just me?
Any comments are welcome.
I am in Washington State area. I connecting using an internal 56k pci modem.
It will only connect at 26.4k (reported by DUN) althought the download
speeds suggest I am getting closer to or just over 28.8k.
I have tried  3 different ISPs and a number of locations/lines. My modem
supports both K56Flex and V.90 and I have tried ISPs offering all three main
protocols.
Does anyone have experience of this or any suggestions of fixes.
