Why cant i connect at 28.8 anymore?

My usr 33.6 sportster voice/fax modem always used to connect to my isp
(Demon) at 28.8, but now i get 16.8,19.2 or 21.6. WHATS WRONG?
Why has this started happening? 
I can get 28.8 to a BBS a use!

help i need help or it's going thro the window!

Whats the best init string or should i leave that up to Win95?

Win95 knows it has a Courier Dual Standard.

p.s. If any Demonites are listening i use the Sheffield POP.
pps. i have also tried the 33.6 test lines with the same response.
