What you need to realize is that connect rates can vary even among identical models of
modems. I have 2 identical USR 33.6 modems, and one connects consistently at 28,800 and
the other (in the same computer, on the same line) will connect consistently at 31,200.
The speed difference between your two modems is neglibile, and I wouldn't be concerned
about it. And, winmodems aren't inherently any slower in their connection speeds than
hardware modems. I have seen quite a few that connected at higher speeds than good
hardware modems did. There are so many variables involved, such as the clarity of the
phone line at the moment of connection, the modems you are dialing into, path through
telco switching stations, etc. In fact, you can even get better performance in some cases
from a lower connect speed. If the initial connect speed is too high for the quality of
the signal, then more retransmits will occur, and this will slow your throughput, while a
slower initial connection speed can result in fewer retransmits, providing a better
quality connection. I know it sounds odd, but sometimes this is the case.
