Help with detecting modem speeds

Dear Groups

I have a Compaq Presario 56K-DFi modem (inbuilt into CPU), which is set
to run at 115200 baud (ie the highest possible speed). The highest
speed my diagnostic test (through the Modem icon via Control Panel on
Windows 95) also says 115K.

My problem is that I have never seen the modem run at anymore than
33.6K.

I am a novice when it comes to modems so please forgive my questions,
but can anyone suggest whether:

a) I have been ripped off by Dixons (the retailer);
b) Limitation of home British Telecom phone line; or
c) Anything else that might be relevant.

I would appreciate any help.
