Depends what its used for.

I have for instance a number of search engines all on one page.
If I dont find what I want in one then I can click on another without
having to go back.

Likewise I write a page for a professional friend. She has links of
professional interest. The "index" gives the general topic headings. Again
someone can "flick" from "article to article"
