A static charge is caused by anything blowing or sucking, it
is the motion of the dust particles that creates the charge.
However, this is a low-magnitude charge per particle, not so
bad as walking across a carpeted room and zapping a memory
module or bios chip from being the charge carrier yourself.
So it isn't 100% safe but what really is? Possibly taking
entire heatsink out to clean it, "if" that is accessible and
the person doing it has experience or reasonable dexterity
and tools, but that is a lot more work, usually not worth
the trouble.
