safety of APPEND ftp operations

I would like to be able to update a remotely stored file using ftp,
but there are 2 aspects I'm still not clear about even after reading
ftp specs:

How reliable is ftp in general, ie. reliably reporting an error if the
data that ends up on the server is not identical with the data thet
was sent.

An Append operation would be ideal, but I do not know how safe this
aspect of ftp is: I would like the file to be left in its original
state if any error or fault occurs such as a client power failure.
Does anyone have any experience of this?

Thanks for any input,
Harvey
