Tooltips don't work in dialogs because their messages are processed by
the main app loop which is suspended when a modal dialog is up.  There
are ways around this though.  You can check the borland site for a TI
document on catching MDI accelerators in a dialog.  Also, there may be
sample code posted at www.tenermerx.com/owl-how.
