Not really, its code thats been spat out of one of the VB3 Disassemblers
(VBDis I would imagine), the easiest way I have found to understand the code
is to compile the program, but breakpoints everywhere then use the program,
when you hit a breakpoint you know what you were doing so you can start to
comment the code, once you know roughly what its doing you can start
understanding the code.

But it looks like some kind of shareware registration process, if the author
is around pay him the money its a LOT easier than reverse engineering the
code.
