Its not a Beta version of Netscape 4.0 but an Alpha (Preview Release). 
It will say Beta when it goes Beta.  What did you think Pre-Release
meant?   Every time I see something like that it means it an Alpha (it
runs!) or Beta (lots of bugs) version and hasn't gone Gold (CD press
time) yet.  It will take atleast 6 months before 4.0 has a Release
version out.
