I very much doubt that this can't be fixed.  Here's what I'd look at
first:

Open the _res.h files that are created in the Rsc directory.  Each
resource type has an identifier, such as 'tFRM' for a form resource. 
The following line is going to be something like this:

#define LoginForm		1000  //(Left Origin = 0, Top Origin...

What this is showing is that the Resource ID's you specified in the
painter actually have a more critical meaning to the compiler than the
names you gave them.  The compiler looks at in this case LoginForm as
the number 1000, not as "LoginForm", a string.  The resource painter
does a decent job of assigning these resource ID's within a rsrc file,
but it has no idea that there might be other files like this out there
for some reason.  So if in the first file I have LoginForm with resource
ID 1000, and I create a new rsrc file and create a new form and call it
JookyForm, guess what the resource ID gets assigned to that form?  You
got it, 1000.  Now we've got two forms defined with the same resource ID
of 1000, the definition of a duplicate resource.

So if you look at these files, look for duplicate assigned resource IDs
between files, and if you see them, there's your problem.  The solution
is simple.  Just open one of the rsrc and reassign the ID values so they
won't conflict.  As a practice, the second resource file I include
always has resource ID's greater than 4000.  It keeps me out of this
sort of trouble.

Saw a reference to this in another group.  Ignore the error.  It's a
system generated resource that doesn't appear to matter.
