There are various problems with such things as oversight, geography, management, and differences in legal situations in different countries that can make it easier for security breaches to happen. If a US citizen is accused of espionage or treason, I would think it would be a lot easier to prosecute them than the citizen of another country if that country decides not to be cooperative -- ie refuses to extradite the suspect, or constrains the prosecution in some other way. For example in Europe they often refuse to extradite an individual if they face the death penalty, since it is an outlawed form of punishment in the EU. -- * Few people are capable of expressing with equanimity opinions which * * differ from the prejudices of their social environment.
