Don't rush to this.  BIOS updates are (at least in my experience)
seldom necessary, and I can't see any situation where a BIOS that used
to work, ceases to do so, unless hardware is added or the BIOS gets
corrupted (e.g. CIH virus).

Rest of stuff snipped as irrelevant; if he never sees "Starting
Windows 9x..." message, IO.SYS is not loading successfully and neither
will anything after that.
