1) You did not say if there were any beeps during POST; if so, then the
video board is either not fully socketed or is defective.
2) You did not make it completely clear whether you saw *anything* on
the monitor at all.
  In any event, either the video board is bad, or the monitor is bad, or
both (verrry rare).
  So, check that the board is fully seated, and keep an eye on the
monitor for anything during POST (before boot).
  If that does not work, then replace one of those items; if you get
beeps, then replace the video board.
