What I'd normally do in that situation is start from scratch,
do a clean install of Win98 on a freshly formatted hard drive,
in my case a spare drive I use for that sort of thing, and
install only the burner software on top of that clean install.

Carefully go thru the basics, particularly the drivers for the IDE
controllers, particularly the stuff like whether DMA is enabled etc.

Have just the hard drive on the primary controller and
the burner on the secondary controller, both as masters.

Do an indirect burn, with the burner software making a temporary
copy of the CD onto the hard drive before telling your to put the
blank in the burner to write onto. If that works fine without buffer
overruns, the basics are working properly. If it still has buffer
overruns in that situation, work out why. Usually because the
drivers for the IDE controllers has a problem with the motherboard.
That may be fixable by either enabling or disabling dma.

If it does work fine in that config, add a cdrom drive
and try a cdrom to burner direct copy of a data cd.

If that doesnt work, likely there's some problem with
the burner software. I dont bother with anything but
the Adaptec. Its possible that you need to update
the burner software or even the bios in the burner.

When things dont make sense, there really isnt any
substitute for careful elimination of the possibilitys.
