I had exactly the same problem and I wont even try to explain it.
This problem persisted as I pulled each card from my system until I
was finally down to nothing more than a video card and my SB16 sound
card. When the SB16 sound card was pulled I was finally able to boot.
For some reason the sound card prevented me from booting on a floppy.
