Is Lucky Dog Phone Company actually owned by ATT or are they providing the
facilities?

I never heard of that company myself.  Keep in mind...the Top long distance
companies (ATT, MCI, Sprint, Qwest - top 4 I believe in that order) lease
facilities to the smaller companies at a great price...this is how they
undercut these companies.  I know the top 2 do this for sure, not sure about
the others.  So its possible to get a toll company that is a reseller for a
bigger one and not be directly associated.
