Cutting out the middle man is a time-proven cost-savings technique.  In
the current system, a torturer (middle man#1) tortures some poor sap
(middle man #2) until he says what Vice-President Cheney (the customer)
wants to hear.  Why can't Cheney just say whatever he wants to say and
attribute it to a fictional captured prisoner? This cuts out two middle
men.
