Is there an Internet - Postal Service - Fax Service connection?

Does anyone know whether there exists a link bewteen the Internet and
local postal services and fax services? I want to send E-Mail over the
Internet to be delivered to a non-computer user via the remote country's
postal service, or send E-Mail to be faxed to the recipient at a remote
location.
