I need to purchase a phone/modem switch for around sixteen devices (e.g.,
phones/modems/FAXes), and which supports at least six phone lines.
Something like a Panasonic KXT-series switch would be good.

The switch must support these capabilities:

- I must be able to use any standard analogy device, such as a
modem, standard phone, or FAX.  Under no circumstance should I be
forced to use a particular model or vendor for any phone extension,
except the one extension that programs the switch.

- I should be able to get the first available line when I attempt to
use any extension.  Ideally, I would like to be able to program
several different dial groups, so that phones would access one set
of lines, modems others, etc.

- I should be able to assign incoming calls on particular phone
lines to particular devices (one-for-one).

I'm looking for something that is used or refurbished, and cheap.
