I have worked with several degreed 'engineers' that would scare me to
death to have anything to do anything with safety issues.  Just because
you 'earned' a degree from 'some' school doesn't mean your responsible
in any way shape or form.  And your saying that you would rather depend
on a new 2.0 gpa 'degreed' engineer than someone who has passed a PE and
has several years of proven ability but doesn't have a degree.
