One problem with raising US gas taxes relates to the very powerful
road-building and road-shipping lobbies, which have a legal stranglehold on
use of this revenue that they would be very reluctant to give up. In many
areas the public support for mass rail transit financed by a gas tax increase
would IMO be overwhelming, but the issue never seems to reach a legislative
level. Instead we voters here in North Carolina seem to be given excessively
frequent opportunities to vote down State lottery referenda. If the
mass-transit people could get together with the lottery people perhaps
something could be done. Assuming the lottery people belong to a different
crowd than the road-shipping people!
