A man is cited for using a teddy bear to pleasure himself on an Over-the-Rhine street. 

Officers cited Charles Marshall for disorderly conduct on Wednesday night. Employees of the Elm Street Health Clinic spotted him in the alley and called police. 

Court records say Marshall has three previous arrests for similar incidents in the past two years. He served two days in jail last year after pleading "no contest" to a charge of public indecency.
