I think none of the newsgroups you've chosen to extremely crosspost fits
your problem. Think before you post.

Your HTML-page probably has to be called "something.shtml" instead of
"something.html" and your server must be configured to run SSI _and_ to
allow the exec-command. Ask your server's admin. See also your errorlog.
