I know this used to be a problem on undernet.  I think mIRC integrated some
kind of fix that allows the /list to be grabbed in 'burst' fashion, where it
grabs 100 channels every 2 seconds to prevent the flood.

Could be wrong though.  I thought there was some kind of command you could
use on there to stop the problem, but I don't remember, haven't been on
there in years.
