Who wants to make an investment in acquiring a habit that they will be forced to change? The keyboard commands in Windows applications are also inherently obtuse in the sense that using them typically involves some mixture of UI navigation (think of the ``hotkey'' for a menu item which just brings up a dialog box, which you then have to ``tab around'' in and interact with controls using the keyboard). Someone coming from that background probably can't imagine that the keyboard can be effective for anything other than entering text.
