If you want to allow non-root users to modify files,
You can do this manually,
 mount -t vfat /dev/<windows-partition>/<mountpoint> -o umask=000
i.e.  mount -t vfat /dev/hda1 /windows -o umask=000

or edit the /etc/fstab
 /dev/<windows-partition>      /<mountpoint>      vfat    umask=000     0 0
i.e. /dev/hda1        /windows       vfat        umask=000       00
