Not so odd. I downloaded the .gz version as well, right when it came out.
The .gz extension indicates a gnuzipped file. It is probably tar'ed as well.
You can unzip it with gunzip filename.gz and then use tar tvf filename or in one
run with tar xzvf filename.

This is probably not an rpm. After unpacking it with tar in a temporary
directory you can just run the Runme file with ./Runme
