The resonances of a conical bore have essentially the same frequencies as an open cylindrical pipe of the same length. Thus it has all the harmonics - both odd and even, whereas the clarinet (a closed pipe) has only the ODD harmonics. So the opening of the register hole kills the 1st harmonic for the cone pipe and the for the cylindrical pipe, which leaves the 2nd harmonic dominant in the first case and the 3rd in the second. See "The Science of Sound" by T D Rossing p220 for more detail.
