What it seems to me that it's designed to do is to protect
PGP's trademark and copyright at minimal expense and effort
to PGP, Inc.  It decidedly does not allow or encourage selling
the result as "PGP" in Europe.  I assume you missed the
following sentence in the quoted text:

    "Further, this license program applies only to the use, not
     to the distribution of the software."
