What algorithm?

I realize that PGP uses the RSA algorithm, which is patented and therefore
illegal in the U.S. What is RIPEM and what algorithm does it use so as not
to infringe on RSA's patent? I was reading about using Lucas functions rather
than exponentiation in Dr. Dobbs Journal (DJJ), which is ostensibly more secure
than RSA, so I assume there are some reasonable variants to avoid legal problems.
Which does RIPEM use?

RSA. However, it uses an implementation of RSA which is licensed for
noncommercial use by RSADSI and thus is unquestionably legal to use in
the U.S. and Canada.
